What the error looks like
Depending on where you use it, ChatGPT and the OpenAI API say the same thing in different words:
- In the app or website: "OpenAI's services are not available in your country" or "Unable to load site".
- From the API: an HTTP 403 with the code
unsupported_country_region_territoryand the message "Country, region, or territory not supported". - Sometimes an "Access denied" page, when the network in front of ChatGPT blocks your address before the app even loads.
All of them mean OpenAI looked at the IP address of your request and decided it comes from a place it doesn't serve, or from an address it doesn't trust.
Which countries ChatGPT doesn't support
OpenAI publishes a list of supported countries and territories. It covers most of the world. The main places missing are:
| Not supported | Notes |
|---|---|
| Mainland China, Hong Kong, Macao | Hong Kong and Macao are listed separately from China, but are also left out |
| Russia, Belarus | |
| Iran, North Korea, Syria, Cuba | Sanctioned countries |
| Venezuela |
The list changes from time to time. The IP unlock test compares your IP against the current list and shows the date it was last checked.
Step 1: check which country your IP is in
Open the IP unlock test. It shows the country OpenAI will most likely see and whether ChatGPT is available there.
- The country is unsupported but you're not there: a VPN, proxy or office network is sending your traffic through that country. Turn it off or pick a server in the country you're actually in.
- The country is right and supported: move on to step 2.
- The country looks wrong on a normal connection: IP location databases sometimes place a new address range in the wrong country. Look it up in the IP lookup, and ask your provider to update its geolocation records if it's wrong.
Step 2: look for a second address
Your browser can reveal more than one address. If any of them points to an unsupported country, you can still be blocked.
- Run the WebRTC leak test for browser leaks.
- Run the DNS leak test to see where your lookups go.
- Check the IPv4 and IPv6 results on the My IP page. A VPN that only carries IPv4 leaves your IPv6 address visible.
Fix any leak, then sign out, clear cookies for chatgpt.com and sign in again.
Step 3: avoid addresses that look like servers
Even in a supported country, ChatGPT challenges or blocks many VPN, proxy and data center addresses, especially shared ones. That's why the same VPN works one day and not the next. The IP unlock test marks these as "may be blocked". A home or mobile connection is the most reliable. Residential vs datacenter IPs explains why.
What if you live in an unsupported country?
OpenAI's terms only allow using its services from supported countries. Connecting through a VPN from an unsupported country breaks those terms, and accounts can be suspended. Payments are checked too: ChatGPT Plus needs a payment method from a supported country, and app store subscriptions follow the store's country.
Test from a server or your own computer
If you run the API from a server, test that server's address, not your laptop's. The command-line test connects to the services from the machine you run it on:
curl -sL ipdidi.com/unlock | bash
On Windows PowerShell: irm ipdidi.com/unlock.ps1 | iex. See the command-line options.
FAQ
What does unsupported_country_region_territory mean?
It's the OpenAI API's error code for requests from an IP address in a country, region or territory it doesn't serve. The fix is the same as for the app: check which country your server's or computer's IP is in.
Why does ChatGPT say it's not available when I'm in a supported country?
Usually because a VPN, proxy or office network routes you through another country, or because a WebRTC, DNS or IPv6 leak reveals a second address. Less often, the IP is placed in the wrong country by location databases.
Does ChatGPT block VPNs?
Not all of them, but many shared VPN and data center addresses get extra checks or are blocked. A VPN server in your own country with a less crowded IP works more often.
Is ChatGPT available in Hong Kong?
No. Hong Kong and Macao are not on OpenAI's list of supported countries and territories, and mainland China isn't either.
