What the error looks like
On claude.ai or in the app you may see a message that Claude isn't available in your country or region, a sign-up page that won't accept your phone number, or a login that ends on an error page. The Claude API returns a permission error for requests from unsupported locations.
All of these come from the same check: Anthropic looks at where your request comes from and compares it with its list of supported countries and regions.
Which countries Claude supports
Claude is available in most of the world, including the US, Canada, the UK, the EU, Japan, South Korea, Taiwan, India, Singapore, Australia, and most of Latin America, Africa and the Middle East. The main places not on the list:
| Not supported | Notes |
|---|---|
| Mainland China, Hong Kong, Macao | |
| Russia, Belarus | |
| Iran, North Korea, Syria, Cuba | Sanctioned countries |
| Venezuela, Afghanistan, Myanmar, Yemen, Turkmenistan |
Since September 2025, Anthropic also refuses companies that are majority-owned by entities in unsupported regions such as China, even when they operate from a supported country.
The IP unlock test checks your IP against the current list and shows the date it was last checked.
Step 1: check your IP
Open the IP unlock test and look at the Claude row:
- "Not available": your IP is in an unsupported country. If you're not there, a VPN, proxy or office network is routing you through it.
- "May be blocked": the country is supported, but the address belongs to a VPN, proxy or data center. Claude often shows extra verification or blocks these, especially on sign-up.
- "Available": the IP looks fine. Check for leaks next.
Step 2: check for leaks
Claude can see more than your main IP. Run the WebRTC leak test and the DNS leak test, and check IPv4 and IPv6 on the My IP page. If any of them shows an address in another country, fix it, then clear cookies for claude.ai and sign in again. Is my VPN working? walks through every check.
Step 3: phone number and payment
Sign-up may ask you to verify a phone number, and numbers from unsupported countries are rejected. A paid plan needs a payment method from a supported country, and in-app subscriptions follow your app store's country. If these don't match your IP country, the account can get stuck in review.
If you live in an unsupported region
Anthropic's terms only allow use from supported countries. Using a VPN to get around that breaks the terms and accounts found doing it can be suspended, so there's no reliable workaround. If you travel to a supported country, Claude works normally with your local connection there.
Test from a server or your own computer
For the API, test the IP of the server that sends the requests. The command-line test connects to Claude and the other services from the machine you run it on:
curl -sL ipdidi.com/unlock | bash
On Windows PowerShell: irm ipdidi.com/unlock.ps1 | iex. Claude's website often shows a bot check to scripts, so the script falls back to the country list when it can't get a clear answer. More in the command-line options.
FAQ
Why does Claude say it's not available in my region?
Your IP address is in a country Anthropic doesn't support, or your VPN or proxy routes you through one. In supported countries, the usual causes are a flagged VPN or data center IP, a DNS or IPv6 leak, or a phone number from another country.
Is Claude available in Hong Kong?
No. Hong Kong, Macao and mainland China are not on Anthropic's list of supported regions.
Does Claude block VPNs?
Not every VPN, but shared VPN and data center addresses are often blocked or asked for extra verification. A home or mobile connection in a supported country is the most reliable.
Is the Claude API available in more countries than claude.ai?
They use the same list of supported countries and regions. The API checks the IP of the server making the request, so a server in a supported country can use it.
